Extended Opportunity Programs and Services (EOPS) is a large federally-supported program to promote the enrollment, retention, and success of students disadvantaged by language barriers and/or social, economic, or educational circumstances. EOPS provides many benefits to students accepted into the program, including but not limited to counseling, access to the EOPS lab & library, assistance with academic supplies, academic & career planning, and financial assistance. EOPS also includes additional programs that provide additional support to students that fit specific eligibility requirements.

What are the eligibility requirements?
- Students must be a CA Resident
- Students must be enrolled in 12 Units
- Students must have completed less than 70 degree-applicable units
- Students must qualify for CCPG Fee Waiver A, B, or C (if EFC=0)
- Students must be educationally disadvantaged as determined by Title V criteria
What are the EOPS program's requirements?
The EOPS Program at Solano requires students to fulfill certain requirements to remain eligible for the program. These requirements are state regulations, and should be reviewed before applying to the EOPS Program.
If you are accepted into the program, you’ll sign a Mutual Responsibility Contract (MRC), in which you agree to comply with all the EOPS Program requirements listed below:
- Attend the EOPS Program Review (Orientation) to highlight program requirements and complete the EOPS Mutual Responsibility Contract (MRC)
- Meet with the EOPS counselor three times during each semester (Fall and Spring)
- Follow the Student Education Plan (SEP) and the MRC
- Agree to make Academic Progress towards an educational goal - this means completing 6.0 or more units with a 2.0 GPA at the end of the semester
- Submit all your Progress Reports during the Fall and Spring semesters for all classes you are registered to attend
- Understand that the EOPS Program will serve you for 6 consecutive semesters or until the completion of 70.0 degree-applicable units
- Communicate with the EOPS staff any changes in your class schedule, address, telephone, and other important information pertaining to your academic success

Alongside EOPS, eligible students can apply for additional support via the Next Up and Cooperative Agencies Resources for Education Program (CARE).
Next Up
Next Up is a program designed to support current and former foster youth through their educational journey. This includes benefits such as education and career planning, textbooks and supplies, tutoring, transportation, food, childcare, and even emergency housing.
What are the eligibility requirements?
- Were in foster care, in any state, for at least one day, on or after their 13th birthday
- Are enrolled in or planning to enroll in at least nine units or agree to an education plan with the future goal of enrolling in nine units.
- Are no older than 26 years of age at the commencement of any academic year in which the student first enrolls in the program
- Students enrolled in the program prior to turning 26 are allowed to continue participating in the program beyond the age of 26
- Enroll in the NextUp program prior to age 26, disenroll, and subsequently return after turning 26 may be readmitted to the same or another NextUp program
Cooperative Agencies Resources for Education Program (CARE)
In 1969, SB164 was enacted into Law, which established EOPS to help underrepresented students in all 116 California Community Colleges. In 1982, the state established the Cooperative Agencies Resources for Education (CARE) program under the EOPS umbrella. The CARE program is designed to help support single parent (head of household) EOPS students who are receiving public assistance (CalWORKs/TANF) achieve their academic and personal success.
